## What Did Nvidia Announce at GTC Berlin 2026?

Huang's message was that European companies should produce AI, not just consume it. According to Nvidia, it now works with more than 12,000 partners in Europe, and Huang named European customers such as L'Oréal, Revolut, Spotify, Vodafone, Zara, Porsche, Nestlé and HSBC.

### DSX POD: AI factories in a container

The main hardware news was DSX POD, a reference design for complete AI factories based on Nvidia's Vera Rubin platform, which Nvidia says is now in full production. Partners build the systems inside modular containers and test them before delivery. Nvidia claims onsite deployment can drop from six months to 14 days once the site's power and cooling are ready.

Nvidia also says its DSX AI Factory Platform can cut cooling water use by up to 100% with closed-loop liquid cooling, and produce the same AI output with up to 30% less power. Power was the bottleneck Nvidia kept returning to in Berlin, so these are the numbers European operators will test. In Nvidia's release, Nscale's chief executive put it simply: "Europe's AI ambitions demand that we make every megawatt count."

### European AI clouds expand

Nvidia's [cloud partner update](https://blogs.nvidia.com/blog/cloud-partners-europe-sovereign-safety-open-agents/) lists several European providers growing their capacity:

- **Mistral** is expanding its Nvidia infrastructure for training and inference, with Vera Rubin planned for 2027. Nvidia says Mistral Large 4 was trained in Mistral-operated European data centers on 3,800 Grace Blackwell GPUs.

- **Nebius** is expanding across Europe, including Germany, and offers serverless and dedicated model endpoints through its Token Factory.

- **Nscale** runs AI factories in Iceland and Portugal and plans to deploy Vera Rubin.

- **Fireworks and Era4** are combining an AI platform with liquid-cooled capacity at Era4's site in Chesterfield, England, aimed at finance, insurance and life sciences.

- **Google Cloud** said its Vera Rubin based A5X instances become generally available next month, with planned European expansion.

### Open models and safer agents

Nvidia pushed open-weight models, including its Nemotron family, that companies can adapt with their own data and run on infrastructure they control. It also launched the **OpenShell Reference Architecture for Safe AI Agents**, built on OpenShell, an open-source runtime with kernel-level sandboxing and policy controls. Nvidia says more than 100 partners support OpenShell, and the keynote slide included Mistral, SAP and Siemens.

## What Did Germany Agree With Nvidia?

Two days before the keynote, Chancellor Friedrich Merz and Huang shared a stage in Berlin. According to [Nvidia's summary](https://blogs.nvidia.com/blog/germany-wants-to-lead-the-world-in-industrial-ai-how-nvidia-will-help/), the federal government and Nvidia signed a Joint Declaration of Intent to work on AI models for physical and industrial AI, building on Germany's Industry 4.0 Platform. Merz urged the Mittelstand, Germany's small and mid-sized companies, to open their data to AI.

Nvidia also announced planned investments in four German startups, Agile Robots, Avelios Medical, Mirelo and Reflex Aerospace, without disclosing amounts. Siemens is investing €500 million in its Erlangen technology campus, where it is using Nvidia tools for production planning and digital twins. In the UK, Nvidia announced a five-year, $250 million compute commitment for agentic AI safety research.

## How Does This Fit With EU Cloud Sovereignty Rules?

Nvidia's tour landed in a Europe that is already working on cloud independence. Two recent EU steps matter for businesses choosing providers.

### The Commission's €180 million sovereign cloud contracts

In April 2026 the European Commission awarded sovereign cloud contracts worth up to €180 million over six years to four providers: a Post Telecom partnership with OVHcloud and Clever Cloud, STACKIT, Scaleway, and a Proximus partnership using S3NS, Clarence and Mistral. To choose them, the Commission scored providers with Sovereignty Effectiveness Assurance Levels, or SEAL, from SEAL-0 (no sovereignty) to SEAL-4 (a full EU supply chain). Providers needed at least SEAL-2, and the Commission says organizations may use its framework too.

### The Cloud and AI Development Act proposal

On 3 June 2026 the Commission published its [proposal for a Cloud and AI Development Act](https://digital-strategy.ec.europa.eu/en/library/proposal-cloud-and-ai-development-act-cada). It aims to speed up data center deployment across the EU and create a single EU-wide framework for assessing cloud and AI sovereignty. It is still a proposal, so the Parliament and Council will amend it before anything becomes binding.

| Sovereignty level | What it means | Typical fit |
| --- | --- | --- |
| SEAL-0 | No sovereignty guarantees | Public marketing content |
| SEAL-2 | Data sovereignty | Customer accounts, orders, support tickets |
| SEAL-3 | Digital resilience | Regulated or critical services |
| SEAL-4 | Full EU supply chain, chips to software | Highly sensitive public sector work |

The typical fit column is my own practical reading, not an official rule.

## What GTC Berlin Means for Your Business

Most EU small businesses and online stores will never rent a Vera Rubin rack. The real impact is that European-hosted AI is becoming easier to buy, and that changes what a sensible AI feature on your website looks like. Here is how I would act on it.

- **Map where your data goes.** List every tool that touches customer data: hosting, email, analytics, chat widgets and AI features. Note where each one processes data. Under GDPR this is your starting point anyway.

- **Use the SEAL levels as a buying checklist.** When you choose hosting, a CMS platform or an AI provider, ask which sovereignty level they meet. For orders, accounts and support data, an EU-hosted option at SEAL-2 or above is a reasonable target.

- **Prefer EU-hosted models for customer-facing AI.** A support assistant, product search or quote helper can now run on EU-hosted models from providers such as Mistral, or open models on EU clouds. That makes data protection reviews simpler.

- **Keep your AI layer portable.** Build AI features behind your own small API, so you can switch between a US model and an EU-hosted one without rebuilding your site. Prices and rules will keep moving.

- **Consider local AI for the most sensitive work.** For legal, medical or HR documents, models that run on your own hardware avoid the cloud entirely. I covered the new [Nvidia RTX Spark laptops](https://amvprosox.com/blog/nvidia-rtx-spark-laptops-windows-ai-pc) that make this practical on a desk.

- **Budget in euros and start small.** One focused feature, with a clear cost per month and a measured saving, beats a large AI strategy document. If your site runs on an edge platform, my [Cloudflare Birthday Week 2026 roundup](https://amvprosox.com/blog/cloudflare-birthday-week-2026-announcements) covers the latest hosting changes worth knowing.

Compliance work tends to arrive in bundles. If you are reviewing data residency, check your accessibility status at the same time: my guide to the [European Accessibility Act](https://amvprosox.com/blog/european-accessibility-act-website-compliance) lists what online stores must fix.

## Frequently asked questions

### When was Nvidia GTC Berlin 2026?

Nvidia GTC Berlin 2026 ran for three days at STATION-Berlin, with Jensen Huang's keynote on Wednesday, October 21, 2026, at the Tempodrom. It followed a week of Nvidia events in Barcelona, Paris, London, Dublin and Stockholm, and more than 100 sessions covered AI factories, sovereign AI, industrial AI, robotics and AI agents.

### How much is Nvidia investing in Europe?

Nvidia says it has committed nearly $10 billion to support companies, universities and research institutions across Europe's technology ecosystem. It has not published a full country breakdown. Specific items include planned investments in German and UK startups and a five-year, $250 million compute commitment for UK agentic AI safety research.

### What is sovereign AI for a European business?

Sovereign AI means running AI on infrastructure, models and suppliers that stay under European control and European law. For a small business, it usually means choosing AI and hosting providers that process data in the EU, ideally with clear sovereignty commitments, so customer data is not exposed to foreign legal demands or sudden policy changes.

### What are the European Commission's SEAL levels?

SEAL stands for Sovereignty Effectiveness Assurance Levels. The Commission used them in its April 2026 sovereign cloud tender to score providers from SEAL-0, meaning no sovereignty, to SEAL-4, meaning a full EU supply chain from chips to software. Providers needed SEAL-2 to qualify, and the Commission says other organizations may use the framework.

### Do I need EU-hosted AI for my online store?

Not always. Public product descriptions and marketing copy carry little risk. But if an AI feature handles customer names, orders, messages or payment questions, an EU-hosted provider makes GDPR documentation simpler and reduces risk. Many businesses use a mix: global models for public content and EU-hosted models for anything personal.

## European AI Is Becoming a Real Option

GTC Berlin showed that serious AI infrastructure is being built inside Europe, by European clouds and with the support of national governments. For EU businesses the practical result is choice: you can now add useful AI features to your website and keep sensitive data in Europe, without giving up quality.
